Desktop Central server not running

Desktop Central server not running

Desktop Central web page not loading. Can't even connect with a browser on the server itself. I have rebooted the server twice. 

MEDC is installed on Server 2016. Version is 10.0.0.479. Upgraded to that on 3/6/20. 

It's worth noting that the following March Windows updates were installed within the last few days: KB4541329, KB4540723, KB4540670, and KB8900830.

I cannot start the Apache service. I get these errors in the event log:

The Apache service named  reported the following error:
