Trigger Task on Effective Date Field

So I posted this previously. 


With Custom Task Triggers and Custom Functions and everything that's been introduced since that first post. Is there anyway now to achieve the requirement in that post?

In a nutshell. On some of our form templates there is a Date Field that will almost always be a future date, we call this "Effective Date". These templates have task on them that trigger based on form criteria, so it won't always be every task on the form. Is it possible to have Task only trigger on that Effective Day listed on the ticket?

This way our technicians will not get task or notifications prior to the work needing to be done. Most of these will be for onboarding or offboarding as well so techs completing work ahead of time could cause issues. 

If there are any other ideas or possibilities I'd be happy to hear them.

Edit: I guess I should say that I'm trying to pair it up with this solution here as well.

We do not have SLA enabled. But if we can somehow get task to have an accurate "Due On" date based on what the form has. And also repeating task notifications AFTER that "Due On" date has passed, that would be fantastic.
