Users can not see shared resource groups

We have a problem with using shared resource groups:
1. I have created resource groups and shared them among users. But users do not see resources under those resource groups unless I change Access Scope setting for the user to "All passwords in the system"
2.No matter what permissions I give to users only resource group owner can see that group under "group name" field while creating new resource.
