Save Changes Does Not Work on Home Tab

I click edit tab and then click on the home button. I then give it the url for a custom dashboard and click ok. Next, I click the Yes next to save changes in the yellow button above the tabs. The url does not get saved to the home tab. Why doesn't this work?
