Patch Schedule

I have asked this question differently before with no answer so here it is again reworded.

How do I specific a patch to install at exactly 00:30:00?

I DO NOT want it to start 90 minutes after 00:30:00 or whenever it feels like it.

Does anyone have any idea on how to promptly make this product work?
