Not Assigned reports

I wish to run a periodic report capturing tickets assigned to Technicians that have not had an appropriate Category, Sub Category and Type allocated.

I am looking to report on all those with SC and Item as 'Not Assigned' and cannot determine how in Reports this is achieved.
Does anyone have any suggestions?
