[SD-107351,SD-107303] Issue After update to 14.1 Build 14102

Hi, 

After upgrade, we noted different issue:

  1. Notification Bell doesn't works
  2. When a tech reply to requester, the system notify to tech this reply, (doesnt work intelligent notification)
