Help generating reports

I need some help creating reports.

When I create a report by technician, not all technicians in the software
are included on the list.

Also, I want to be able to track who closes tickets regardless of which
tech they are assigned to.

Any help would be appreciated.

I am creating New Custom Matrix reports.
