Getting Event ID 0 PostgreSQL error on OpManager Server

Our OpManager Server database is crashing multiple times throughout the week.   I am noticing the following error in our Eventlog:

Log Name: Application
Source: PostgreSQL
EventID: 0

Description:
The description for Event ID 0 from source PostgreSQL cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer, the display information had to be saved with the event.

The following information was included with the event: 

pg_ctl: another server might be running; trying to start server anyway

Running: Windows Server 2008 R2

Need help in resolving this issue so we can get our OpManager server running without crashing.
