A  Cannot edit an  change  efter it Closed. The reason i want to do this is statistical reasons.  I have a change who has the wrong account assigned.

 A was cheking the roles and the permissions. The user who is doing is has role Change Manager with  Permissions "Complete access"

Why cannot edit an completed change?
