Desktop Central Wont start

After installing windows update KB4338822 on the desktop central server, the application will no longer start. Anyone else having this problem or have a resolution?

EDIT: so it seems as though i can still access desktop centrals site, its just that the icon is no longer in the systray on the server and will not open when clicking the shortcut.
