Configuration can not deployed and Patch Mgt Tab Disappears

Configuration can not deployed and Patch Mgt Tab Disappears

I installed DeskTop Cent. in Windows XP and made all basic settings, my problem is when I make a configuration and click deploy , it takes long time and does not confirm , after that I find the configuration in draft mode when I try to click deploy again gives me the same result but the strange thing aftre that the Patch Management Tab disappears and also Proxy Settings , and Mail Settings icon in the Admin page.
please help on this

the customer uses Ternd Micro Office Scan Enterprise in his network for Antivirus and firewall
