I started off with the Azure AD User Sync integration but that imports everything which I do not want.  

I then worked with the Importing Requesters into ServiceDesk Plus Cloud using Provisioning App and have that working other than I cannot seem to import new users when running it via command line.  Is the command line option not support adding of new users?
