Access Control function for User Accounts

Please add the function of Access Control for the User Accounts of the Resource so that it overlaps the function of Access Control for a Resource .

This should allow to provide flexible access to the resource user accounts, eg for a single resource has two accounts - admin and operator, I want to provide the admin account password only on request and for the account operator to provide a password for viewing only.
