1. Regarding what tickets that Requesters can view can be configured under
Admin->Requesters->Edit details
2. By default, requesters do not have the ability to edit the tickets of others. They can only edit if they created it. So, these requesters can view all the requests of their account without the edit option.
3. With regards to restricting the requesters from creating tickets, Business rules have to be created as shown below.
This will actually still have 'create' option for requesters however when they try to raise a ticket, they will not be allowed and a message that you configure in the Business Rule will be displayed for them.
Note: If you need this for one specific Account, you can have one site(say Site A) set to custom settings and have the Business rule created under it and rest of all the sites can be configured to refer the Site A settings.
