Wrong CPU alerts happens sometims right after OP manager service started.

[Environment]
We have installed Op manager 9200 on Windows 2008 Server R2 SP1.
And we have 5 Windows 2008 servers to be monitored.
• The usage monitoring CPU, have set the "Processor Information \% Processor Time._Total" of WMI class
• The threshold setting: >90 the "number of consecutive 5"
•OpManager has stopped to 06:00 to 07:00 every day
Right after Opmanager service restarted, some server reports the CPU monitor value wrong.
And the alert action triggered.
We set CPU monitor following.
Processor Information.PercentProcessorTime._Total % >90% and only keep 5 times monitoring cycles.
I checked the actual data

So, only 1 time, 7:03 the data over the threshold.
Here's question.
1. Why an CPU alert triggered even though only 1 time over the threshold?
(we set 5 times consecutive as the threshold)
2. Is it possible the data 93% is wrong?
Since the target server does not have any heavy loads at the time.
I believe the CPU utilization data 93% should be wrong.
It happens only when right after OP manager re-started. (We need to stop OP manager stop every nights)
