Windows Server CPU Utilization % always sends Idle time attribute is 100% alarm

Hello,

Would anyone have resolution for Windows Server CPU Utilization % always sends Idle time attribute is 100% alarm? The alarm triggers because the Idle Time % of the Windows server is always around 100%. Please advise of anyway to get around this issue.
