Windows 2008 SNMP Trap service quandary

Trying to get traps processing from a Netapp Filer and IBM DS3400 storage array in Opmanager 8051 (MSSQL) running on a Windows 2008 server, a colleague of mine has hit this problem.
If the SNMP trap service is not running, you are unable to use SNMP to monitor any servers - authentication fails.
However if the service is running you can monitor servers but you can't receive any traps - I guess as the port is in use?
Does the windows SNMP trap service control the processing of SNMP monitoring on remote devices as well as the receiving of traps. How do we resolve this? It seems to be the same issue under Windows 2003 as well....
