Windows 10 can't deploy configuration

Windows 10 can't deploy configuration

I have followed the steps for manually downloading and placing the Windows 10 updates in our patch repository, those steps are from the following KB.

Even though I've followed all of the steps I'm still getting this error, I opened a ticket and still don't have resolution.
