Why is a 20 day old patch for Win 10 v1709 just appearing today in Desktop Central?
This morning - I logged into DC and was surprised to see the appearance of this patch:

Why is a patch that was released by Microsoft on Oct 18 - just made available via Desktop Central today - some 20 days later?
