Scenario I have 2 Portals that are hosted for clients.

1 we set up on version 11, and upgraded to version 14.6, and works correctly, AD import runs, it imports the users and the users can not sign in until we edit the profile and click the allow login button.

2. another client asked us to set up a portal like the first, no problem but instead of starting on version 11 and updating, we just started on version 14.6, all of the settings are identical as far as I can tell...AD import runs and imports like it should, except every single user that is imported by default but has login enabled, which is problematic when there are 1800 users and only roughly 80 should be able to login to this portal.

why do 2 portals on the same version act differently when importing users?
