Why doesn't the ticket mode update when tickets come in from Self Serve Portal?

Why doesn't the ticket mode update when tickets come in from Self Serve Portal?

I had to make the mode field mandatory in Incident tickets because it wasn't populating the self serve portal ticket entries?
Is there a change i need to make?
I am on build 9111
A ticket through email auto updates to state email.
