I have one of my Citrix server running Windows Server 2003 R2 w/ SP2, it has 2 Quad Core processors, and when monitoring CPU Utilization it is always recording all 8 cores at 100% but the server barely reaches 10%.

I am using WMI montioring, and it works one all the other 30 servers I have but this one it continues to report 100%.  All the other montiors for the server are accurate, any suggestions?
