Web services - problem with alerts : "...Address already in use: connect“

 
Hello,
 
Our web services are available and working ok but App. Manager is raising alarms for  WS monitors :
 
„ Root Cause :
Resource down.
The resource ws_transfers is not available.java.net.BindException: Address already in use: connect
 “
 
and
 

„The resource ws_bank_services is not available.java.net.BindException: Address already in use: connect“

 
and,
 
Resource down.
The resource PaymentDatesService is not available.java.net.BindException: Address already in use: connect
 
 
Does Anyone know how to solve this?
