I have a fresh install of Endpoint Central version 11.2.2340.1. After install finished, i followed provided steps for permanently disabling TFA. I then set proxy to "No Internet Connection" and turned off scheduled database updates. I used the update manager on a system with internet to get the "updatedb" folder and moved it over to the closed network and put it in the %\conf\CRSDATA folder as im supposed to. but when i go to Threats and patches\update now on the server, its stuck on "download pending" status and if i hit the update button, i get the confirmation about window asking if i want to continue. I click OK to continue and it does nothing.

Had it all set up and working properly before but had to uninstall and reinstall for a different issue and now its not working. nothing on the system has changed outside the software during the duration of this.
