Users require to enroll email when email address already populated

Good morning,
 
Currently, when a user is created in our ADManager site with the 'Email Address' field populated, the user is still required to enroll an email address. This is very frustrating for our admins, since it adds an extra step for their end users in the self-service site when enrolling.
 
I have checked with support and was informed that this works as designed, that you should be forced to enter another email address, and while I understand the logic, I don't think that should be the case (otherwise, when there is no email address and the user adds one, then wouldn't it make them add an additional one?).
 
Is there any way to disable this feature, or is there any workaround that still allows users to use their email address to recover their password? The only option that I can see is to not force users to enroll, but then this would cause issues when new users log in and forget to enroll. Is there an option somewhere that will only force users to enroll in the security questions, and not the email address?
