Use up a Technician for REST API Requests

Use up a Technician for REST API Requests

Hi,

We are going to make use of the REST API to add requests from a website we have to servicedesk plus.  We only need it to add requests.  My question is do we need to use up a technician license just to create an API key that can be used by this process?  I don't really want to use a real technicians's key for this.
