we're still on 11.3.xx and I want to get to the latest 11.4.xx, it's a 2 step upgrade.  reading the steps indicates to NOT start the server between steps.  is that true.   run upgrade, then run next upgrade, and THEN start server when done.   

ALSO: I did read a couple of posts down about some agents not upgrading, is that issue resolved or just a random issue I should not worry about?
