Upgrade fails from 5016 to 5036

Upgrade fails from 5016 to 5036

I am trying to upgrade to 5036. I get an error on the install and it uninstalls. I found this in the log files.

java.io.FileNotFoundException: C:\Program Files\AdventNet\ME\OpUtils\patchtemp\jarupdate\org\apache\jsp\components\jsp\error (Access is denied)

I backed up the database and stopped the service prior to updating.

Any ideas?
