Unable to start

I was recently surfing the web and came upon this tool. It looked pretty neat, so I downloaded and installed it but whenever I try to run it it just says Trying to start OpUtils Server, Starting OpUtils Server, but it never gets any farther then that. When I try to exit it says that the program is not responding. I'm running WindowsXP and my computer is on a WLAN connected to the DSL line. I am using the latest version, but nothing works.
