Unable to Register Probe to Central Server v.12.3.091

I am trying to install a OpManager Probe Server but I am running into issues.

Our Central Server is running OpManager version 12.3.091.

Scenario 1: Probe version 12.200 is unable to register to Central version 12.3.091.
Scenario 2: Probe version 12.3.119 (Latest Probe Version) is unable to register to Central version 12.3.091.
Note: In both cases, the install immediately terminates without finishing. The OpManager Home directory and sub-directories are copied to the drive but the ManageEngine OpManager service is never installed -- I attempted to use UpdateManager.bat to upgrade the probe to 12.3.091 as a workaround but the Service Pack install never gets past 0% progress which I assume is due to the incomplete/corrupt Probe installation.

At this point I believe I will either:
 - Service Pack for 12.3.119 and apply it to my Central Server.
or
 - 64-bit Probe install package for version 12.3.091.
