Under Policy Configuration -> Security Questions -> Edit

 

I'm unable to delete any questions and I know that some of the questions are not in use by any users (only a handful of users on the system during testing). The error received (when trying to remove any question) is:

 

"Deletion Cannot be performed.

Security Question in use by a user."
