Troubleshooting Time on Graph Data

My apologies if this has been addressed previously, but I could not locate an answer for my situation in the forum search. This morning I had a situation where I needed to view the NetFlow data for a router interface which is located in the CET timezone (GMT +1). The router reports to a collector located in GMT. That collector reports to our central server located in the PST timezone (GMT -8).
There was a usage spike around 7:20 AM GMT that I wanted to investigate. I would expect this data to show up at 11:20 PM PST on the central server graphs to account for the 8 hour difference. However, the data shows up at 4:20 AM PST on the graph. The interface is monitored through other programs using regular SNMP queries, and those graphs show the usage spike at 7:20 AM GMT and 11:20 PM PST as expected.
For some reason, the NetFlow data seems to be carrying a different time-stamp. The most recent time on the central server graphs matches the proper time, the issue seems to be that the data is getting plotted 5 hours off. I have double-checked the time on the router, collector, and central server and they are all correct with the proper timezones.
Does anyone have an idea about what would be causing the time-stamp on the graph data to be off by 5 hours?
