Trouble with Spam Filter settings and E-Mail command function

I am trying to set up the e-mail command feature of SDP and having issue with the spam filter not allowing accepting the email command message.
 
Our current Spam Filter in SDP is Match ANY of the folowing (OR)
[Rule 1] Subject contains  "out of office" or "Undlieverable"
[Rule 2] or subject does not contain "[Request ID: ##"
 
The reason we set this up the rule for Out of office and undeliverable was people who had out of office on or were no longer with the company were sending back auto replies or bounce backs for Exchange and creating new tickets
 
I then added  "@SDP@ to  Rule 2, so the whole rule reads: or Subject does not contain "@SDP@" or "[Request ID: ##"
 
If I remove the rule "or Subject does not contain "[Request ID: ##" or "@SDP@" " the messages are parsed properly, but this also allows any email that does not contain "Out of Office" or "undeliverable" to generate a ticket.
 
E-Mail Command settings are as follows:
Enable E-Mail Command (checked)
E-Mail Subject contains @SDP@ (default value)
Command Delimiter @@ (default value)
 
The email I send is from My technician account formatted as such:
 
Subject: @SDP@ test message for SDP
Body:
@@OPERATION=AddRequest@@
@@CATAGORY=Other@@
@@TECHNICIAN=Ken Giese@@
@@LEVEL=Tier 1@@
@@IMAPCT=Affects no ne this is a test@@
@@URGENCY=Normal@@
 
So here is what I am trying to do.
Allow SDP to accept and parse emails with the subject line containing @SDP@ and [Request ID: ##
Ignoring all others.
 
Any help would be appreciated.
