Transferring a resource group from someone who has left the company

One of our password administrators has left the company and I've been asked to transfer all their PMP content over to one of their colleagues. I went to transfer their resources to another user but was informed by the GUI that the user owns two static resource groups and I need to take care of them first. I found the first of the resource groups and selected transfer, but was told by the GUI that only owners can transfer resource groups. The user has left the company and so I can't get him to transfer the group. The help file seems to suggest I should be able to transfer the group and my account is a super administrator so i would have thought I should be able to do it.
At the moment it's looking like I'm going to have to transfer the resources and set up the Resource Groups again. This is OK in this instance as there are only two groups, but what if they owned hundreds? I'd be there all week. There must be a better way to do this surely?
