Tomcat has long response time

Hi,

I install the application on a linux machines. It monitors php servers, web transections, apache servers, mysql servers. and application servers. All the others' behavior looks normal except the tomcat application servers. The tomcat monitors sometimes show the tomcat application server has very slow reponse time such as 121,089 ms. It is > 2,000 ms in high frequency. But, when I log into the system. the system actually is in low work load or even no load at all. All of my operations work smoothly.Memory and CPU usage is also low.

May I know what makes the high response time of tomcat application server and how to improve it. Or is it not accurate for repesenting the application performance? Can we trust the application server monitors?
