TO and CC addresses should be added to the request
When a request is raised via email, anyone included in TO and CC fields of the email should be added to the requests 'Email IDs to Notify' field.
Also, the 'Email ID's to Notify' should also receive notification when the request has been resolved (if the option to notify requester when marked as resolved is enabled)
