Time/Date Format for Technicians

Time/Date Format for Technicians

Hello - I have changed the date/time format, along with the time zone when logged in as the system admin. However, my technician accounts are not seeing this change, and do not have the option to change it. All of my reports are showing time in a different time zone, and the formats for time and date are not proper.
 
How do I correct this for the technicians? FYI, the technicians are local accounts, not AD accounts.
