Thresholds in device templates do not retain values

I am on 11400 and have created a new device template, copy of Windows 2003, and removed all monitors to start anew. After adding monitors, I can set the threshold amounts the 1st time but if I try to edit them later, after applying to devices, the behavior is strange.

If I have 7 monitors and I edit them all and save, all 7 assume the last settings I changed! This is useing the 'Edit Thresholds' option in the template dialog.

To correct this I have to remove all monitors and add them back, once at a time, and enable and save.

Is this a know issue? I seem to remember this happening before but I cannot locate any inromation on this. I have tested in IE, FireFox, and Chrome with the same results.
