The same problem with add URL-Monitor

I have OpManager V7 - Hotfix 7023 in operation.

I can not URL-Monitor add.
At press Ok or CheckNow nothing happens and Internet Explorer displays a message,The same on another browser.
I use the OpManager in Chinese (cn).
