Task assignments and approval dependencies

We are working on our onboarding and offboarding workflow in SDP. We are using a script to copy over parent ticket resource data to child tasks and would like tasks in the ticket to be implemented/assigned based on information entered in the ticket. The example case for this is: if a terminated employee's title is "Project Engineer" they have access to our financial system. We would want an approval request be sent to our CFO and a task to disable their financial system access be kicked off once approval is received back from the CFO. Not all employees have financial system access so I would need to be able to base the execution on "Employee Title" entered in the resource field of the parent ticket. How can I make this happen?
Conversely, I would like the same type of process available for new hire approvals and task assignment. It should also be mentioned that we have two approval levels. Level 1 is HR and Level 2 is CFO.
