Surveys are only sent if there is no acknowledgement from the user

Hi, Team,
After implementing a couple of surveys on a customer of mine, configured for all Closed incident or service requests with no criteria or exclusion (only Disable survey when technicians are requesters), it happens that the survey is only sent if it is the technician that closes the ticket or if there is an automatic close after a few days. 
If the user closes the ticket, the survey is never sent.
My customer has the last version of SDP Enterprise (14.600) running on PGSQL.

This is not how you expect it to work, is it?
