Incident and General surveys are not being sent no matter what I try. Different criteria, different survey types.... nothing gets sent

I have had this set up for several days and not one survey was sent despite selecting all users and 50% of the sample

No issues reported with the mailbox. Using OAuth connection and verified both Send and Receive working.
