Support Plan Time Tracking

We have a set of users that are limited to the amount of hours they get of "free" service. Everything beyond that is billed by the hour.

Here is the scenario, hopefully someone has a solution.

I have a customer with 36 hours of time to use (they have used no time this month), if I spend 40 hours on a single ticket and add that to the time tracking, is there a way for me to setup the contract in such a way that 36 hours in no billed, and 4 hours is billed without having to do it manually?
