Status of Windows 10 appx packages in side-loading

I found a similar request article last updated over 10 months ago with status 'working on it' but no new information.

Can i deploy appx packages in side-loading model on Windows 10 laptops via Desktop Central (not MDM) and if so, how do I do this?
