Startup delay in Initializing Web Server...
An OpMgr Ver 7.0 install on XP is always experiencing a delay during Startup either when "Loading OpManager Services..." or when "Initializing Web Server...". The delay is almost always 3-min 50-sec. After that, OpMgr starts and everything appears normal. I've got the latest hotfix (7027) and have tried repairdb but problem always appears during startup.
