Is there any way to start a program (for example notepad) when a monitored server reboots?

Also, f or the  Consecutive Times  value under Device threshold setting, if I set it to 2:

Does it mean it will consider two consecutive times as follows: violate threshold > alarm cleared > violate threshold again
OR
Violate threshold > Violation value increases (without being cleared)
