Start date for a Scheduled Ticket

Is there a way that you can set the start date for a Scheduled ticket. E.g I would like to setup a scheduled ticket that starts from the 17/01/2016 then run every two weeks. Alos when you setup a scheduled task and it ask for the number of days would I put every ten days or every 14 days (our setup is Monday to Friday, no weekend support)
