SSH and Telnet not working for any hosts

I am having problems getting any hosts monitored via ssh or telnet. I have tired it on aix and linux and am unable to get it to work I always get the same response:

The Monitor did not respond to the test request
Summary
Device Name servername.internal
Monitor Name Telnet-CPUUtilization
Protocol CLI
OID CPU Utilization

Possible reasons
1. The device might be down.
2. The username and password provided for this device might be wrong.
3. Telnet/SSH service might be down
4. The connection to Telnet/SSH session might have Timed-out

Credentials are correct, I can telnet and ssh directly using those credentials from the probe server.

I logged a case about this a week ago and have had no call back and only recieved an email asking me to test SNMP. SNMP works fine but why would that even be relevent.

Please someone help, I am getting nowhere with this and getting no support.
