"Sorry an error has occured. Unable to send code"

Hello. We are on Version 14.5 Build 14503. When a newly added user (LDAP) is added, the user is not able to access the ServiceDesk portal. Upon entering credentials, user sees message:

"Sorry an error has occurred. Unable to send code. Please contact your administrator. Back to Login Page."

Our URL portal resolves to "j_security_check at the end. Current users have no issues.

How to fix? Thank you.
